the part of the exam, linking levels rules 'til the end of da chap, is just
to tell us HOW to put rules , you know, how to make general rules.
which means that we need to, also, know the place and manner featyres for the sounds.
also it tells us HOW to choose the phone that represents all the allophones, i.e. choosing the underlying representation
as for pattern congruity

if a pattern of sounds does NOT exist in English, that does NOT mean that it's not right ,, because it could very much occure in other languages,,
