Umm Meesa, an answer is needed

We have in English Bookstore and Library. Bookstore needs you to pay money in return for books while library is free of charge. The question is: Can you differentiate between Muktabaat when it comes to Arabic? I mean how do I know if that Maktaba is free or not. More to the point, terms are needed
