ok , i'll tell u about what i think and know about this thing

i consider Gerund as a noun

for example u can say

i like summing , playing and so on

انا احب السباحه ,اللعب
u see they r noun
but in the invinitive form the meaning of the verb stay like a verb

i like to summe, play

why we put TO between like and summe , coz both r verbs so we can't put two verbs beside each other
and always after TO the verb should be in the infinitive form

but for the sentence that u gave us it's becouse LOOK FORWARD TO is a single verb so after this single verb u need to put a noun

so the sentence will be like this

i like summing

i look forward to hearing

like = a verb
look forward to = a phrase verb
